If it is suspected iPad was stolen by an individual, and"find my iPad" shows the street suspect lived on , is it conclusive it was actually there?

MY iPad went missing, I suspected an individual, when I checked "find my iPad" it listed two locations I haven't been to. The second location was the street the suspect lives on.

It didn't show it was at my house, which clears me of just putting it somewhere.

can I trust gps to be confirm it was at that location?
